يشترط فى المترشح لعضوية مجلس الشيوخ أن يكون مصريا ، متمتعا بحقوقه المدنية والسياسية ، حاصلا على إحدى شهادات التعليم العالى على الأقل، وألا يقل سنه يوم فتح باب الترشيح عن أربعين سنة . ويبين القانون شروط العضوية الأخرى، وأحكام الانتخاب، وتقسيم الدوائر الانتخابية .

as I understand the senate will have rouling input plus the house ,so all members has to be freely elected with higher qualification and olderage OK. but no role of the president to hire people belonging to him ,then ask them t vote against presidential law .this is no Democracy . in USA the president doesn't hire any congressman. also why previous president has to joint the senate .after he finish his time we will thank him a lot for his effort if he successed other wise he could retired and give lectures an establish non-profit organization . I think his pension will be enough to not work after presidency as he carry high secret information and knew future plan could benefit from if he works in private sector .
